The Montgomery County Council approved the funding of $28M for a new food scrap composting facility in May 2024, but the County has not yet shown any progress on the project. At the Council T&E Committee meeting on April 24, 2025, Councilmember Balcombe asked the DEP to provide a status update on the composting facility, but the DEP only responded that it is in progress without providing any information on the status of the project, such as timeline of the planning and design activities.
The County’s project infosheet on the composting facility describes that the County is planning to build a composting facility at the existing County Yard Trim Compost Facility in Dickerson and acknowledges the need for an amendment of the Agreement of Settlement and Compromise between the County and Sugarloaf Citizens Association.
However, the County has not made any progress on negotiations with Sugarloaf Citizens Association which is open to talking with County officials to get the composting facility construction started in Dickerson.
Zero Waste Montgomery County, as a member of the Climate Coalition Montgomery County, invited the community to show the support to the food scrap composting program in the County and ask County Executive to provide an update on the construction of the composting facility. Almost 100 people participated in the action alert and emailed the County Executive. As of May 22, 2025, we are still waiting for a response from the County Executive.
